David Greenfield

Assistant Director - Waste & Resources, Improvement Efficiency South East

David is Assistant Director for Waste & Resources in Improvement & Efficiency South East and is leading on Environmental Services for the nine RIEPs.

The IESE waste team has a comprehensive portfolio of 4 programmes designed to assist local authorities in delivering improvement in an efficient way; these are Member and Officer capacity building, WCA support (including procurement and joint working), WDA support (including a LATS marketplace and new technologies section) and strategic influencing.

David is responsible for the Waste Information Network (WIN), one of 5 finalists for the e-Government National Awards 2007 for 'excellence in procurement' and Commended in the GO awards. WIN now has over 1800 registered users and is estimated to have saved over £1.5 million in officer time by avoiding duplication by providing a one-stop-shop for waste in it's first 14 months. The WIN team have just initiated WROMS, which has already saved over 3 tonnes of carbon.

He is leading on facilitating the development of partnerships within the South East, specifically lateral and horizontal collection contracts that dovetail with WDAs and cross departmental working. David is championing the transformation of paper tenders into E-Tendering within the WDA/WCA arena.

His role at East Sussex County Council included the management of the £1 billion PFI Integrated Waste Management Services Contract (IWMSC) signed in 2003, and previously as technical advisor to the procurement of said project, recycling officer as well as waste awareness officer for Brighton & Hove City council. David worked on the ICE PFI advisory group in 2004-5

David has worked as policy advisor with the LGA on the implementation of Dataflow, LATS and the contracts toolkits for PFI and general contracts. He represents RIEPS on a number of steering groups including DEFRA, the EA and ICE. David in addition is a full member of the CIWM and a Chartered Environmentalist.

He is a Visiting Lecturer at the University of Brighton in WERG where he is currently writing his MPhil/PhD on waste management strategy, and has authored and presented papers at the ISWA and CIWM conferences, and spoken at the 2005 Indian Government -European Union Waste Partnership inaugural meeting in Delhi.
